My course encourages students to take ownership of their learning.

You can use badges, awards, and certificates to motivate students. Via formative assessments and feedback, students are aware of their progress and next steps. This can also be managed via a digital portfolio. 

Within your department, discuss options for reducing the number of lower-order tests that rely on basic comprehension or memorization. These can be replaced with longer-term projects that allow more opportunities for feedback and require that students show their understanding through higher-order tasks such as application and creation. Incorporating portfolios further showcases a students’ progress and learning path and leads to greater ownership of their learning process.
